The Research On The Local Government Budget Process On The View Of The Democratic Administrative

Government budget is the operational mechanism of public finances, reflecting the direction of the government's macroeconomic control policies, meanwhile, it ensures the financial to develop along the public interest. In fact, Government budget process is a process of making public policy, only scientific and standardized budget process can better get public preferences and ensure social equity. While democratic administration is an ideal system which inhibits the abuse of administrative power and the democratic deficit effectively.For most modern countries, the key to democratic administration is to make democratic procedures and mechanisms run up, the Procedural democracy is an important guarantee to democratic administration. With the public awakening of consciousness that they are taxpayers, the democratic sense of public participation in political decision-making is gradually increasing, this awareness demands the government practice democracy on the budget procedure firstly, to make the budget play real functions about the interests balance and coordination. Therefore, the realization of democratic budget procedure of local government is the inevitable demands of democratic administration.This paper focuses on "How does the local government budget process realize democratic administration". Through the combinations of research methods on case studies and comparative analysis, empirical analysis and normative analysis, this paper tries to sort out the relevant literature, and combines with Wenling practice of reform to study and explore the path of local government budget process democratization. This study shows that the local government budget procedure of democracy is an urgent need for democratic administration, local government budget procedure democratization requirements the budget process information to be open and transparent, public participation in the budget process, budget procedure law-based and budget monitoring Standardized and effective. The reality of the current operation of the local government budget process deviated from the budget law, which restricts the process of democratic administration in our country. Drawing lessons from the experience of the government budget process democracy abroad, this paper puts forward some countermeasures, that is:firstly, we need improve the budget system; Secondly, we must strengthen the mechanisms for popular participation in the process; thirdly, we should consummate the budget process legal systems; Fourthly, we must strengthen budget supervision; fifthly, we should strengthen the NPC budget supervision.
