Since 17th century its appearance, urban public transportation has been become a main part of urban transportation so much as whole urban system gradually, it is important for the normally operation of other city departments. In China, Since liberalized reforms, with economic development and urbanization rapid advancing, provincial cities experiencing leap style development, It is showing a high level of urbanization, urban expansion, construction accelerated, pressure on urban passenger and freight transport and many other features, facing the pressure of rapid expansion of the private traffic. road traffic congestion is worsening, Urban Traffic overall performance out speed lower journey time growth.Nowadays, bus priority in transportation is globally approved common since. Based on the analysis a large number of domestic and international research on urban public transport, the effectiveness and outcomes of evaluation methods, based on the combination of Changsha City in 2008 transport rehabilitation project, using a new non-parametric statistical methods remediation for the Wuyi Road,5-year period before and after the four survey operational status of public transport buses running constructed to evaluate efficiency DEA model. DEA model produces more accurate results than traditional methods do because it avoids determining the index weights. Furthermore, model calculations by analyzing the results of the impact can be found to run effective public transport a key factor Reasons leading to the decision-making unit is invalid, thus the purpose of improvement.In this paper, base on DEA evaluation results, according to wuyi Road survey data, after careful study of domestic and international bus priority system, based on the proposed bus priority proposals and concrete measures to improve.Finally, through the VISSIM micro-simulation tests, and establishing the status quo way bus operation of 51 road traffic environment, and improvement measures have been reflected in the status of the traffic simulation model of a good road, and then get the new model simulation results and the actual survey data comparative analysis.
