Study On The Optimization Of The Financial Expenditure Structure Of Heilongjiang Province

The adjustment and optimization of the structure of financial expenditure not only relate to the achievable objectives but also the available principles of financial expenditures. The reasonable financial expenditure can promote economic growth stably, as well as the international balance of payment problems. In recent years, the financial strength has been continuously reinforced. But the economic operation still exist serious of fundamental problems which restrict the development of economic in Heilongjiang province. Such as the low level of market-oriented, the outstanding contradiction between systemic and structural, little change happened to the extensive economic, extensive meeting between process of the transformation of government functions and economic development environment. How to expand domestic demand and spur economic growth to promote the building of public finance, to play the guiding role of financial expenditure, to adjust the focus of financial expenditure, optimize the structure of financial expenditure, to promote faster and better economic development in Heilongjiang Province, which become an important issue of solution to the current financial mechanism for efficient operation.This paper uses normative analysis and empirical analysis, and then conducts deeply investigation and analysis to Heilongjiang Province under the optimization theory of the structure of financial expenditure and the relationship between economic growth and financial expenditure structure. The paper points out some problems of Heilongjiang Province financial expenditure structure. For example, the lack of total financial expenditure, the faster growth of administrative costs, the deficiency of the financial support for agriculture, the low proportion of the education and irrational structure. And then find out the reasons of these problems. And further pointes out the reason for the problems involved in the above is that the reasonable definition government functions, low levels of financial expenditure management, unscientific manner of budget allocation. At the same time, this paper demonstrate the correlation between the structure of financial expenditure and economic growth in Heilongjiang Province with the method of empirical analysis. And then come to the conclusion as follows:Firstly, the increasing investment to agricultural expenditure and educational expenditure that can promote economic development. Secondly, the increasing investment to the administrative costs that can hind promote economic development. Thirdly, the government also should increase the investment of capital construction expenditure and social welfare costs, although it can not drive economic development in short-time, but they will play a role in promoting economic growth in long-time. According to the results of qualitative analysis and quantitative analysis, make the supporting measures to optimize the structure of financial expenditure in Heilongjiang Province at a certain view of the change of government functions.
