The policy of affordable housing supplying must play an active role to ensure the smooth implementation of the reform of housing distribution system, to foster residential housing consumption, to solve the housing problem of low-income families, to stabilize housing prices, to promote the rebuilding of old housing, to achieve the adjustment of plan and layout of cities, to stimulate domestic demand, and to promote the growth of GDP.Premier Wen jiabao pointed that in government work report of 2009:We must speed up the implementation and improvement of policies and measures of the construction of affordable housing, deepening the reform of urban housing system to meet the multiple housing needs of residents, strive to achieve the goals of everyone has his house.This paper based on the research results of affordable housing of domestic and foreign supply policy, referred a large number of research findings and documentation of the scholars, It's based on the data in the development of domestic and foreign affordable housing, analyzed and compared the effect of the implementation of affordable housing policy for the low-income people. And compare to specific conditions of affordable housing in Harbin, explained to evaluate of policy standards of affordable housing in Harbin how to base on factors and trends of the investigation in order to promoting the work of government supervision. According to economic consequences which caused the factors of prices and supplies in this article, proposed the necessity of establishment of new evaluation system of regulatory standards and new regulatory system of government departments, and put forward to some suggestions in the way of government regulation.These studies will help to adjust supply policy of affordable housing in Harbin in time, so that we can consummate the appraisal index and the government supervision, and combine researches of the government supervision agency, finally, to guarantee affordable housing in Harbin.
