The Study On Sustainable Development Of Timber Import Trade Between Heilongjiang Province And Russia

With international community and governments attaching great importance to sustainable development of forestry, sustainable development of timber trade has also been widespread concern and industry consensus. Not only an important part of sustainable development strategy, but also materialize sustainable development from theory to practice. More adverse public opinions from international community against china have negative impact on China's forestry development and foreign affairs.China and Russia become the most important areas where world timber trade grows rapidly. However, China's import of Russia timber was constrained by increase of export tariff, coupled with many problems caused by illegal harvest since 2007, therefore sustainable development of timber import trade between China and Russia is at a low level. Heilongjiang Province is the most important area of import, production and processing, study on sustainable development of timber import trade between Heilongjiang and Russia is a real and urgent task.Sustainable development of timber trade has been a hat topic about international forest issue in recent years, especially between China and Russia. It is the first time to systematicly study on this issue, which will be better useful for reference. This paper comparatively analyzes strengths, weaknesses, opportunities and threats of sustainable development of timber import trade between Heilongjiang and Russia with the method of SWOT and matrix map of SWOT strategy to draw up appropriate strategies, which can help Heilongjiang Province grasp the opportunity to realize sustainable development of timber trade with Russia. And the paper also applies competitive advantage theory to analyze the lack of competitiveness advantage in Russia.There are six factors including illegal logging, forest certification, forest carbon sinks, green barriers, trade protection, and value-added wood processing in this paper, which has great significant to solve problems of sustainable development of timber trade between Heilongjiang and Russia with correct comprehension of these factors, analysis of originations and impacts, combined with these factors existed in Heilongjiang province and Russia.Based on the methods of SWOT, combined with qualitative and quantitative analysis, etc, this paper analyzes the necessity, strengths, weaknesses, opportunities and threats of sustainable development of timber trade between Heilongjiang and Russia, find out relative factors and propose overall target and principles, especially pay attention to study measures of sustainable development of timber trade between Heilongjiang and Russia.
