In China’s open pattern along the border, the Heilongjiang Province has the great advantage in geography with Russia. In recent years, as the Sino-Russia strategic partnership on the smooth process and Sino-Russian Treaty of Good Neighborliness, Friendship and Cooperation signed, their Economic and Trade Relations develops steadily. Benefiting from great advantage in geography, the government of the Heilongjiang Province strives to develop Ha-Mu-Sui-Dong Russia trade processing zone in order to build Sino-Russian Economic Belt and construct economic development junction center station. By virtue of abundant forests resources in HA-Mu-Sui-Dong and Russia, timber-trade development is richly endowed by nature. And the significant progress and development of timber-trade lead to the formation of industry groups in Ha-Mu-Sui-Dong Russia trade processing zone and the development of local economic.Based on voluminous documents and relevant statistical data, the study is established on the comparative advantage theory, the factor endowment theory, the regional economics theory and the frontier trade theory. The article generalizes and summarizes the general situation of the zone from aspects of both within and outside the country. Moreover, it describes the situation of Sino-Russian timber-trade in different respects such as the country, the Heilongjiang Province and the Ha-Mu-Sui-Dong Russia trade processing zone, finding out several existing problems in the developing process of timber-trade. In timber-trade, the transportation integration ratio and the utilization ratio of timber product are relatively low. The leading companies in timber-trade have not had enough investment in technology. What’s more, we are in lack of the emergency action for timber storage. The study also analyze the potential, trade barrier, the guide function of government and the demand of building market in timber-trade from the qualitative point of view. In the quantitative angle, the study uses the gravity model to empirically analyze the factors which hinder the development of timber-trade in the Ha-Mu-Sui-Dong Russia trade processing zone. According to the results from quadratic linear regression, we arrive at the conclusion that the development of the Ha-Mu-Sui-Dong Russia trade processing zone has been affected by the GDP of both the Ha-Mu-Sui-Dong Russia trade processing zone and Russia, the difference between the Chinese and the Russian forest area per capita and the customs tariff between Russia and the Ha-Mu-Sui-Dong Russia trade processing zone. Further analysis shows that the increase of GDP is based on the general economic development in the Ha-Mu-Sui-Dong Russia trade processing zone. The growth of the forest area per capita grounds is based on the increase of forest coverage in processing zone. Besides, the stability of the relevant policies in China and Russia will contribute to a stabilized customs tariff. On the basis, the local and overseas linkage development pattern of timber-trade in Ha-Mu-Sui-Dong Russia trade processing zone was raised and construct. And the pattern is concretely safeguarded in five aspects of politics, economy, technique, organization and law.With an eye to Ha-Mu-Sui-Dong Russia trade processing zone which is one of the eight major economic regions in the Heilongjiang Province, this article’s study indicates that the geographic advantage of Ha-Mu-Sui-Dong Russia trade processing zone is transformed into the economic advantage of timber-trade development in the Heilongjiang Province. Consequently, the transformation possesses a strong realistic meaning of broadening new thoughts of economic development, especially against current background that the economic growth in the Province of Heilongjiang declines.
