Research On The Problems Of China's Oil Import And Procurement

With China's rapid economic development, domestic production of crude oil can not meet the demand of economic development. Since 1993, China has become a net oil importer. The dependency of oil import is kept continuing rising and dependence on foreign crude oil in 2008 has reached 47.9%.In the international context of rising oil prices, the purchase of China's crude oil import occurred the phenomena of "buying up not buying down", which caused some losses for China. Using econometric analysis models and dynamic programming mode, this paper analyzes the impacts of oil imports on economic growth and oil import procurement issues to optimize the purchase price of imported oil, thereby reducing procurement costs.Firstly, this paper analyzes the importance of oil imports, oil-import through the cumulative effect of the variable transmission impact on economic growth. The export trade, industrial technology, energy consumption structure, household consumption expenditure as a variable transmission, using quantitative analysis model for quantitative study of oil imported through the four pathways impact on economic growth, and this paper combines data between 1993 and 2007 in the empirical analysis.Secondly, in view of China's oil imports "to buy a do not buy off" behavior, this paper analyzes the import procurement strategy of the United States, European Union, Japan. Through the comparative analysis on oil consumption, import source, regional energy cooperation in areas, we can obtain useful lessons of procurement strategy to improve the relevant energy policies and then reduce the risk of crude oil import.Finally, this paper builds optimal dynamic programming model of the price of crude oil imports, and uses the model to analyze the situation of 2008. As results, the method of construction in this paper in the control of the procurement costs of imports has a certain effect.The key findings of this article can build strategic oil reserves in China, or as for a reference for oil import enterprises to improve the procurement strategy.
