In August 2010, the "Industry Blue Book:China Industry Competitiveness Report (2010)" which was published by the Academy of Social Sciences published indicated that:In the "Eleventh Five-Year" period, the international competitiveness of industrial products gradually increased while the international competitiveness of primary products weakened, although the overall level of industrial competition has increased, we are facing a competitive advantage Interrupted risk because of the industrial transition of our competitive advantage.At present, the industry in our country is overall in the key period of transformation and upgrade. As intellect-intensive and technology-intensive industries, high technology industries can produce radiation effect to the traditional industries and improve our country's existing industrial structure and bring about the transformation of industrial structure from labor-intensive to knowledge-intensive. Nowadays, the information network and technology revolution have fit the global economic together, in which process, technology innovation plays a great role in promoting the development of global economy. The innovation and diffusion have made the direction of the industrial structure change through effective approach to technology to make the upgrading from traditional industries to the high technology industries. By April 2011. the state council has given an official that the three new technology development zone to be the "demonstration area of national independent innovation" of our country, including Optics Valley of China in Wuhan, Zhongguancun in Beijing, Zhangjiang hi-tech park in Shanghai. As a high-tech industrial areas.Optics Valley of China whose innovation and development has the vital significance to the construction of "two" type society and the rise of the central region strategy for the city circle of Wuhan. At present, Optics Valley of China has become China's well-known brand to participate in international competition in the fields of optoelectronic information industry. However, through the research, the author finds out that the industrial competitiveness levels of Optics Valley of China still has a great promotion space, especially compared with Zhongguancun and it is being a large gap between the two.Therefore, the study on Competitiveness of High-tech Industry in Optics Valley of China has a more realistic meaning for application, which not only can enhance its competitive advantage and put forward feasible suggestions, but also provide examples for Wuhan as well as the central region of China to improve the development of the competitiveness of high-tech industry. Aiming at the lack of perfect authoritative evaluation system for high-tech industry, this paper argues that high-tech industry requires an evaluation system which based on the characteristics and connotation of high-tech industry. drawing on traditional theories of industrial competitiveness such as comparative advantages and competitive advantages. combined with industrial innovation and innovation systems to show the importance of industrial innovation in high-tech industry. In view of this, this article has carried on a preliminary attempt. Based on former research, the inner elements, production input elements and market factors are analyzed as three elements which can produce an effect on the competitiveness of high-tech industry. With the combination of the industrial innovation system frame, the paper establishes the high-tech industrial competitiveness factors model from market performance, resource transformation and infrastructure support. Accordingly, the paper constructs the competitiveness evaluation system: infrastructure support force includes the personnel environment, financial environment, technology environment and policy environment; resource transformation force includes R&D investment, technological diffusion and technological innovation; economic performance includes industrial output value, sales revenue, sales of new products, industry Added value, asset profitability and exports expressed in foreign exchange earnings.Then the paper makes an empirical comparative analysis on high-tech industry between Optics Valley of China and zhongguancun, using entropy method to calculate the competitiveness of their respective scores of competitiveness development level. Longitudinal comparison of time sequence shows that, in 2006-2009, the promotion rate of high-tech industry competitiveness in Optics Valley of China is higher than zhongguancun, which means high-tech industry in Optics Valley of China is in a great period of growth. For the impact factors, according to the relative importance, resource transformation force contributes the most, and economic performance contributes the least. The proportion of impact factors in two places are different, and the resource transformation force in zhongguancun makes more contribution to competitiveness than that in Optics Valley of China. Horizontal analysis shows that, the comprehensive competitiveness in Optics Valley of China is lower than that in zhongguancun, so high-tech industries in Optics Valley of China should learn from zhongguancun, Improve R&D and innovation abilities, enhance their resource transformation force and infrastructure support force to develop their competitiveness.At last, according to the empirical analysis results, This paper puts forward Suggestions to enhance the competitiveness of high-tech industry in Optics Valley of China:To clarify the role of government and to optimize high-tech industry development mechanism; To build and improve technology innovation and technology diffusion system, Optimizing innovation network; Build up the financial institution in order to support the development of high-tech industries in Optics Valley of China; Establish an open, fair modern market, and improve economic performance.In short, this paper is based on the existing traditional competitiveness evaluation research, with a combination on the industrial innovation system theory, the evaluation system of high-tech industrial competitiveness constructed here provides theoretical support and practical reference to Optics Valley of China for further development.
