The research on industrial innovation system is a frontier study field after the birth of technological innovation theory and national innovation system theory, and the evaluation of industrial innovation has become one of the weakest chains in the research of industrial innovation system. The emergence of evaluation system of industrial innovation (ESII) overcomes the malpractice of innovation system's lacking of evaluation research. The function of ESII is providing timely and accurate evaluation and feedback for the industrial innovation performance, requiring quick response of innovation system based on market validation, and providing data for scientifically collocating innovation recourses, and improving innovation efficiency and scientific decision-making, to ensure the benign circulation of industrial innovation system. The emergence of ESII makes the research on innovation system being much more systematic and complete, thus owning a significant academic and practical meaning.Based on an all-sided analysis of the theories of industrial innovation and its system, the dissertation develops the theory of ESII all-aroundly and systematically, constructs the. index system of ESII, and proves that evaluating some industries in special region with ESII's index system is feasible.ESII has a trait of regionally, that is, a certain ESII implicitly means an ESII in a certain region. The ESII is a system which providing an integrated evaluation for the industrial innovation capability of one or more industries in a certain region, one industry in different regions or different industries in different regions, based on the constructed index system, by the systematic analysis, the evaluation process and related tools, as well as its performer and objective included. It is the basis of establishing and implementing the industrial innovation system, and helps to form a fluent feedback mechanism for the functioning of industrial innovation system.The objective of ESII is the industrial innovation capability which is not a simple set of the capabilities of all aspects of industrial innovation, but a systematic ability produced by the industrial innovation system itself. The level of industrial innovation capability depends on the efficiency of the system functioning - higher the efficiency, stronger the ability; vice versa. Industrial innovation capability is demonstrated by the industrial innovation as a whole, which mainly present with the economic performance, the policy effectiveness, the technological level, the environmental supporting ability of industrial innovation and the effect of industrial innovation mechanism. The economic performance of industrial innovation mainly shown in the form of patents, technological standards, new products, averaged production per worker and the international competitiveness of industry. The policy effectiveness of industrial innovation is the objective influence act on the industrial innovation in the operation process of industrial innovation policy, and is evaluated by the effectiveness of the policy of supply, demand and the environment. The technological level of industrial innovation includes the R&D input, the industrial common technology, the key technology and the managerial level. The environmental supporting ability of industrial innovation includes the elements condition, demand condition, related supporting industry, the strategy, structure and the competitiveness level. The evaluation of the performance of industrial innovation mechanism means to evaluate the stimulating/power and functioning mechanism of industrial innovation. It includes the completeness of demand and supply stimulation, the associated level of industry, and interaction between industry and university/institute, the technology diffusion and the personnel flow.Base on the objectives of evaluation, the dissertation establishes an index system of ESII, and define the weight for each index level by constructing a decision matrix in light of the AHP (Analytic Hierarchy Process), which has overcome the inconsistency of data in dealing with the quantitative and qualitative data. The thesis also illustrates the sources and obtaining methods of data required by evaluation, and provides the reference path and way for the practical evaluation. The related institution or actors can sufficiently utilize this tool to promote the perfection of the industrial innovation system and the advancement of the industrial innovation capability.After the constructure of the index system, the dissertation implements an empirical study on industrial innovation capabilities of photoelectron information industry, environment protection sector, pharmacy sector and equipment manufacturing industry in Optics Valley of China, and proves the feasibility of evaluating industrial innovation capability in some industries with AHP and comparison matrix. The result of the evaluation is that the scores of photoelectron information industry, environment protection sector, pharmacy sector and equipment manufacturing industry are 0.4097, 0.1523, 0.1459, and 0.292 respectively. Acoording to the analysis and evaluation, the dissertation also figures out the influencing factors of industrial innovation capability for each industry's innovation ability, and has certain significance for reference.Finally, the dissertation points out some insufficiency of the research and direction for the future research, hoping that ESII could be perfected with innovation survey and statistics investigation.
