Allow for the influence of financial and monetary crisis on our economy, We are in dire need of knowing the level of the opening degree in Shandong. At the same time, referring to the theory related to the foreign trade and FDI, the index of foreign trade depending on existence and the FDI depending on existence, the paper constructed the assessment model of opening degree and the development of economy. It comes to a conclusion that the enhancing opening degree can improve the economic development, meanwhile the foreign trade and FDI can improve economic development in a certain extent. But in terms of the total factor productivity, the technology spillovers effects of he foreign trade and FDI are not significant. We still should improve the capability of absorptive and digestion. On the while, it analyzes the problems and puts forward a proposal.The empirical study showed that the opening degree and the development of economy model can be used as an effective analysis tool for the local governments to choose and evaluate the relationship between the opening degree and the development of economy.
