Shanxi is a major coal-producing province. In recent years, economic growth, in particular the growth rate of fiscal revenue in the country ass a whole is still relatively high, but we must admit that coal resources and coal industry in the current round of economic and financial growth plays a key role.,However, coal is a double-edged sword. Both a valuable resource, valuable asset, and the main pillar of the local economy, while compounded by the long-term irrational over-exploitation, extensive and backward mode of production, result in a waste od resource, environmental damage, incidence of mine accidents in Shanxi coal have left behind ecological damage,envirmental degradation and difficulties in converting the heavy historical debts.It can be said,though the coal industry in Shanxi in recent years, supported by the higher GDP and fiscal revenue growth, but the coal industry caused by the development of ecological, environmental, and mining accidents such as series of questions and do not in the GDP and fiscal revenues, the deductions are made, these issues are negative GDP and fiscal revenue, is the need to spend a heavy price to the treatment and recovery.Central government will find ways to deal with the question of "Shanxi Energy Base Construction Fund to adjust the Sustainable Development Fund of coal, mainly for corporate governance can not solve the regional ecological environment, resource-based cities and key industrial development to replace coal as a result of coal mining caused other social problems."
