Evaluation Of The Pilot About Policy Measures For Sustainable Development Of Coal Industry In Shanxi Province

China is the largest coal producing country in the world, coal energy in China has occupied a very important place in the economic structure. As one of China’s most abundant coal resources in the province, Shanxi province has been shouldering since the founding of China coal energy support for the economic development of the community as a whole the historical responsibility. However, recent ten years development of Shanxi province met with resource-dependent regions generally encounter difficulties, increasingly highlights the various contradictions and problems of development of the coal industry, such as frequent accidents of coal administrative system is not science, security, serious environmental pollution, poor production and mining of coal resources in the process of excess waste, and so on. For this reason, several times in the national and provincial field surveys, focused research topic and argues that people’s Government proposes to achieve the sustainable development of coal industry in Shanxi province.2007policy measures for sustainable development of coal industry in Shanxi province officially launched the pilot project focus on addressing institutional, resource, security, the environment, production of coal, development problems, after three years of reform, one after another into the acceptance stage of the pilot. This article is based on the context of pilot for effect assessment of policy measures for sustainable development of coal industry.The purpose of this article is to verify the pilot work carried out on the impact of coal industry in Shanxi province, to promote its sustainable development, co-ordinate the assessment of institutional, resource, security, the environment, production and transformation of these five aspects of the policy. First of all, through a comparative analysis of methods, before and after the start of the pilot data for comparative analysis of the experience in the five areas, you can see that after the pilot had been a significant improvement. Second for quantitative analysis, established complex system model, building has4a Ⅱ level indicators, and19a three level indicators coal industry sustainable development policy evaluation of integrated indicators system, using projection pursuit data analysis method looking for out meet coal industry can continued development level of optimal features value, through comparison2005-2006years and2009-2010years can continued development level of optimal features value to assessment coal industry sustainable development policy measures pilot work of effect.This article argues that this policy can be effective solutions to their bottlenecks in the development of coal industry in Shanxi province, enhance comprehensive strength of Shanxi province’s industrial economy, and find a way to meet the path to sustainable development in Shanxi province.
