The Research On Institutional Innovation For Sustainable Development Of Resource Oriented Region In Shanxi

As the important national energy, raw material base and our country's most typical resources area, Shanxi Province has established the base of leading heavy chemical industry of energy with the coal resource development as the dominant factor, has developed a large-scale mineral resource, and the economy has developed greatly. Meanwhile, resources, environment, ecology and society of Shanxi has also paid great price, and a great many problems have arisen.In order to realize the sustainable development of Shanxi resources area, the government must strengthen the institutional arrangements, carries on the drive and the restraint to person's behavior, suppresses system choice which satisfies the present generation needs, but harms the descendant needs, establishes a quite effective system finally, and promote and the safeguard economic society's long-term development and prosperity. So there is vital practical significance on studying institutional innovations of the sustainable development of the Shanxi resources region.This article has applied the theory of the new institutional economics and the sustainable development theory, and has studied the Shanxi resources area sustainable development from a new vision of institutional innovations. On the base of analyzing the main problems of institutional innovations in sources area, had pointed out the necessity of institutional innovations of sustainable development of Shanxi resources area, and finally forecast the bright future of sustainable development to the Shanxi resources area .The concrete structure arrangement is as follows:In the first chapter, this paper elaborates the background, significance, research methods and thoughts; In the second chapter, the paper analyzes relation between institutional innovations and sustainable development; In the third chapter, the paper defines the Shanxi resources area by qualitative and the quantitative analysis method; In the forth chapter, the paper introduces the problems existed in sustainable development and institutional innovations of Shanxi resources area from the angle of government control system, the State-owned business system, investment and Finance system , the finance and taxation system and the resources market system by applying empirical analysis and statistical analysis method; In The fifth chapter, the paper analyzes necessity of institutional innovations for sustainable development of Shanxi resources area from angle of the general rule of the development in resources area and province background; In the sixth chapter, the paper promote suggestions on institutional innovations in detail in the aspect of the government control system, the State-owned business system, investment and Finance system, the finance and taxation system and the resources market system; In the seventh chapter, the paper elaborates prospect and forecast in sustainable development of Shanxi resources area.I hope the research results of this paper can have a guiding effect on and make contributions to the sustainable development of the society, the ecology and environment of Shanxi resources area.
