The Research On The Application Of Circular Eeonomic On Coal Industry In Luliang City

As a pillar industry in Luliang City, coal industry boosts the national economic and social development in this city. However, the extensive development of coal industry has brought serious environmental problems, and also become bottleneck constraints for the city's sustainable development. Therefore, it is of practical significance to study how the City could utilize the coal resources properly while protecting the local environment.Luliang City witnessed great achievements in the development of coal industry in past three decades. But the problems of traditional development model should not be neglected. First, extensive, predatory exploitation of coal resources has brought great damage to the environment; second, the signal structure and low-added-valued product of the traditional model has been greatly hampering the economic benefit of coal industry; third, the continued conflict between men and economic and social development, environment, and resources has been intensified, which restricts the realization of harmonious Luliang. All these problems have checked the sound development of industry, as well as the whole city's sustainable development in economy. To this end, it is imperative that the development model of coal industry be changed to circular economy.In this paper, necessity and feasibility analyses have been studied for coal industry of Luliang to develop circular economy. In order to effectively develop it, the author has referred to successful cases of domestic and international coal industry, then brought forward the following four measures to improve the circular economy of coal industry in Luliang, first, to change the concept of development, effectively enhancing the awareness of advancing circular economy; second, to guide positively, building conducive policy environment for it; third, to create favorable conditions, improving the system of circular economy development; fouth, to set eco-industrial park as pivot, promoting the development of circular economy in a comprehensive way.Innovations of my dissertations is to propose that developing circular economy of Coal Industry in Lvliang City needs to focus on the circular economy development in park, with ecological industrial park as a link, to expand recycling system, and to drive organizational and social cycle of economic development.
