At present, China's coal mining area of sustainable development situation is still grim, in the development of the economy at the same time, the waste of resources and environmental pollution and a series of difficult problems have become increasingly acute, directly affect the sustainable development of the mining area and its capabilities. Currently, circular economy is spreading step by step in our country, circular economy development is the key measure for coal industry to realize a harmony relationship between resource economization, economic development and environment conservation.The paper researches from the circular economy, analyses the research significance and the research status in quo of the coal mine circular economy construction. And then, get the shortcomings of the coal mining area and the affecting factors. The importance, characteristics, principles, contents and conceivable appraisal method of the coal mining circular economy are obtained. And then, the coal mine development rules are obtained from social, economy, industry and zoology. The building models and methods of developing coal mining circular economy. At last, combining with Zibo Mining Group Co.Ltd ' s reality, the constraints and necessity of circular economy are analyzed, the strategic planning of circular economy is identified.The author thought that, circular economy can achieve social, environmental and economic benefits of the "win-win", and take a path of truly sustainable and healthy development, protection of the coal industry to achieve the best overall efficiency; will be at different levels of coal production, processing, utilization, sales into the framework of sustainable development, taking the new industrialization road. This dissertation considers that coal mine areas could extend traditional industries reasonably with the help of circular economy, and in the light of principles of " 3R" combine correlative industries, introduce into advanced technologies and conform the flow of production in order to reach the goal of clean production, effective use of resources and transformation of waste materials into useful stuff and construct eco-industrial park in coal mine areas according with requirements of circular economy. Thus causes our country's coal production to be more reasonable, enlarge the coal yield rate and the use factor, reduce the energy waste.
