Study Of New Rural Old-age Insurance In Shanxi Province

Agriculture, rural areas and farmers have always been the core issue of my province's socio-economic development. Since the Sixteenth Party Congress, the party and the government's policy to keep the "three rural" bias, so that the rural economy in Shanxi Province could achieve sustained rapid growth and farmers'life could be greatly improved. The Seventeenth Party Congress raised the requirements in the report of "accelerating the establishment of social security system covering urban and rural residents ", "explore the establishment of rural social old-age insurance system". In order to implement the Seventeenth Party Congress spirit, to implement the scientific concept of development, Shanxi Provincial Party Committee and the provincial Government have attached great attention to rural social old-age insurance. In our province, "Eleventh Five-Year Plan" in accordance with the Outline of "active exploration, classification implementation, steady progress" principle, focus their efforts on construction of new socialist countryside pilot villages, the farmers whose land is requisitioned, township enterprises migrant worker and other places where the conditions permit to gradually expand the coverage of the insured, raise the level of security, improve the management services, basically establish the rural old-age insurance system which can adapt to the needs of the new socialist rural areas and be full of the rural characteristics of our province. Shanxi Province in 2008 issued a "the guidance of regarding the development of new rural social old-age insurance pilot ". Under this guidance, the same year, our province has 38 counties (cities, districts) initially established a new farmer's insurance system of financial subsidies. However, the new farmer's insurance system has some defects. Taking rural market economy as the starting point , this paper took examples from useful experience of foreign social old-age insurance systems. The paper was not only attention to the social old-age insurance system existence of universality and commonality but also concerned about the particularity and individuality in rural areas of Shanxi Province. With the status quo of rural social old-age insurance system and problems, it raised the question of how to establish the rural social old-age insurance which was suited to conditions of Shanxi Province.
