With the rapid growth of the resources and environment problems, sustainable development have attracted extensive attention from all over the world, the concept of circular economy was put forward as well. As an important part of Strategic Environmental assessment(SEA), Planning Environmental Impact Assessment(PEIA) contributes a forward-looking significance in evaluation of regional sustainable development, which has been applied widely in china. With the aid of PEIA’s legal effect, PEIA evaluation criteria including the concept of circular economy, which can not only put the circular economy to practice, but also make PEIA pay more attention to resource saving and waste reducing.In this paper, on the basis of circular economy and actual situation of Taiyuan city, a circular economy indicator has been established available for regional PEIA. In general, this Indicator system falls into five parts: economic and social development, resources decrement, integrated use of resources, trash discharge and ecological environment quality. More specifically, index of economic and social development is consisted of GDP per capita, the added value of service industry in GDP, etc; index of resources decrement includes water cost per ten thousand RMB in GDP, energy cost per ten thousand RMB in GDP, the added value of industrial land; index of integrated use of resources includes coal gangue utilization-, hazard-free treatment rate of urban living garbage, industrial solid waste comprehensive utilization, etc; index of trash discharge covers the qualification rate of motor vehicle exhaust, total emissions of SO2 and COD, etc; index of ecological environment quality then is consisted of air pollution index, the number of the weather more than secondary standard, water qualification rate of surface water environmental areas, etc. According to the index system, the author used Analytic Hierarchy Process (AHP) to determine the weight of each index value, adopted grey relational analysis to evaluate the level of circular economy development.Finally, taking the twelfth five-year plan for Taiyuan city as a case study, this article demonstrates the practicability and maneuverability of the circular economy evaluation index system. It turned out that:A, at present, the circular economy development level of Taiyuan city is at a medium level (0.4147), which can reach a high level (0.6102).B, in terms of index of economic and social development, resources decrement and integrated use of resources, it remains to be further improved in Taiyuan city. Resource conservation and comprehensive utilization efficiency should be promoted; the industrial structure must be optimized quickly in the last period of this plan and the new period.C, several suggestions were put forward:increasing urbanization rate, the indicators of urbanization, public lawns per capita, energy cost per ten thousand RMB in GDP, reuse rate of industrial water; enhancing the index of integrated use of resources; especially, pay more attention to recycle sewage, coal gangue and control COD emissions in the process of development.D, strengthen the guidance of circular economy in coal, coke and other key industries and the construction of circulation system; guiding resources industry to develop circular economy; increasing investment in science and technology; giving related enterprises in policy encouragement. The result can provide reference for related work of Taiyuan city.
