The basic information of Bekaert ShenYang Steel Cord Ltd., and relevant concept and theory regarding to the employee competency model were introduced in this article. Bekaert SY plant is now facing the following problems:difficulty of recruiting of new operators, not satisfication of the quality of new operators, not well performing of the tasks even after the training of new operators, difficulty of management of old operators, high safety and quality risks in production, high pressure to reach the output and cost target. The operator's competency model of Bekaert SY company was especially developed to solve the above mentioned problems based on the relevant theory and approach on the competency model development. The major work done in the process of operator's competency model development of SY company are as follows:preparation for the model development—define the target and scope; define execution target and work standard; define time schedule; define performance standard. Develop the interim competency model starting from zero—define the mothod of information collection, data collection, observation on the actions of operators, finish the interim competency model. Complete and verify the competency model—testing of the competency model, data analysis and modification of the model, verification of the model, finish of the model, further break-down of the model.The application of the developed competency model was also explained in the article. The main applied aspects in the company are:application in the recruitment of new operators, application in the training both new and old operators, application in the performance evaluation of operators, application in the promotion of operators.
