The M Design company is mainly engaged in the design of domestic civil rail transportation business, has been to maintain a competitive advantage in the domestic. However in recent years, the rapid development of domestic urban rail transit industry, many design company transformation into urban design, the competition intensified, changes in the competitive enterprise to join, to accelerate the flow of designer and talent structure transformation increases the M company in the market competition pressure. How to keep the advantage in the design company, is to build up a competitive with the core design team, which not only requires the designer to have engineering design professional accomplishment, but also to meet the potential have become outstanding designers with the development of M company demand. At present, the talent management of M company still maintained the previous method, namely the selection of talent retention are basically from the personal professional and technical quality of the talent, however, motivation and potential competency with little attention. At present, it is imperative to improve the talent management, and the application of competency model can bring new direction and methods to the talent management of M company. The research not only enriches the human resource management theory of engineering designers, but also puts forward the concrete direction of the improvement of the talent management system of M company.Through analysis of the literature and analysis of existing data of M company, we got design personnel competent force model of the initial composition of the 27 features, then to develop a questionnaire to collect related data. In data analysis, using statistical methods, first of all through the mean analysis, screened the retention of competency a total of 14 competency, after reliability and validity analysis, then using principal component analysis method and maximum variance method for rotated factor analysis, eventually through analysis and summary we identified M company outstanding engineering and design personnel competency structure: 1.The overall ability to control; 2.Individual value orientation; 3.Knowledge and compressive skills; 4.Goal oriented. At the same time, the research results and other studies have also been compared and analyzed, it is concluded that this study is in line with the status of company, and the actual situation of the M companyBased on the present situation of M company for research and analysis, aimed at the development of M company to construct excellent design staff competency model, at the same time, based on the in the construction of the competency model research on how to apply the competency model is applied to the recruitment of human resources management in the recruitment, performance management, salary incentive, training etc.. Through the improvement of talent management mode, so as to improve the efficiency of management of M company of design talent, enhance the quality of personnel, so that the design of the talent to play the greatest effectiveness, realize the development strategy of M design company.
