The purpose of this dissertation is to explore the competency model of operators of Fujian Branch, China Unicom, and to apply the model to HR management in enterprises.Some methods are used, such as the analyses of gains and losses of competency modeling, behavior event interview, statistical analysis, etc.Based on the analyses of the research on competency models, the author thinks that McCleland was a typical behaviorist, who regarded behaviorism as his foundation while constructing competency model. In essence, constructing competency model is a kind of methodology, and ofcourse, there also exit more or less limitations.The research is to construct workload competency model, competency model of developmentquantity, competency model of assessment and quality inspection and competency model of composite performances. Some tests, such as 16PF, the temperament scale, the self-esteen scale and the self-trust scale are used in this study, the following conclusions are induced: workload competency model is made up of such competencies as phlegmatic, invariability, suspicious, intelligence, self-confidence, excitability, automaticity, which can explain 45.2% degrees of variability in modeling; competency model of development quantity is made up of stability,sanguine temperament,wordly wisdom,automaticity,independence, which can explain 48.7%; competency model of assessment and quality inspection includes choleric temperament,boldness,wordly wisdom,suspicious,imaginary,stability,inteligence,self-esteen, which can explain 53.2%;while competency model of composite performances includes sensitivity,invariability,choleric temperament,suspicious,inteligence,imaginary,wordly wisdom,phlegmatic temperament,automaticity, which can explain 47.0%.Based on behavior event interview, the author has collected some practical working cases of operators which can be applied to the explanation in the research above.According to the statistical results, prediction formula of workload, development quantity, assessment and quality inspection and composite performances is fut forward which will be linked up with the HR management in enterprises.The author also discusses gains and losses of the construction of competency model of operators and clears up the future research direction.
