In the context of industry 4.0,the rapid upgrades of information technology bring new challenges and opportunities to industrial revolution.The development of new technology such as IoT,Big Data and AI has witnessed the opening of digital revolution.Under the circumstance,the Science and Technology Services Industry has begun to rise.The government provides plenty of resources as well as financial support for the development of Science and Technology Services Industry,encouraging enterprises to improve the level of technology and service.Faced with the situation,only by improving soft power can enterprises seize the initiative in the intense market competition.The key success factor lies in the organization and management of intra-organizational talent team.As the backbone of the organization,the ability and quality of middle-level cadres relate directly to the achievement of enterprise strategic goal.This paper focuses on the construction and application of competency model of middle-level cadres.Taking the middle-level cadres of Company S as the main research object,this paper combines theory with practice and summarizes the latest research findings.In addition,this paper demonstrates the necessity of constructing the competency model from the aspects of enterprise strategy,organization system and middle-level competency.By means of expert group discussion,behavioral event interview,questionnaire survey and other methods,this paper concludes the following3 dimensions and 18 abilities.In addition,considering the operability of the model,this study has transformed the constructed model into practical scheme of human resources management which provides reference for the selection and training,performance assessment and career development of middle-level cadres in enterprises.
