Rural migrant workers, a special group, is the consequence of China's industrialization, urbanization and modernization. The shortage of rural migrants, which appeared in 2003, broke the mythology of the unlimited supply of labor. This problem haven't been settled yet. This dissertation analyzes the causes of the shortage of rural migrant workers in recent years and proposes relevant countermeasures in all respects.This dissertation consists of 6 chapters. Chapter 1, Introduction, develops the object, the purpose and the literature summary of this study as well as the research method. Moreover, Chaperl also presents some innovations of this study. They are (1) Although the phenomenon of the shortage of rural migrants have ill effects, it helps to carry out scientific development view;(2)to strengthen the ideological education for the sake of eliminating discriminate against rural migrants is an effective way to solve the problem. Chapter 2, A Brief Introduction to Rural Migrant Workers, develops the definition, the present status and the role of rural migrant workers. Chapter 3, The Shortage of Rural Migrant Workers and Its Effects, analyzes the phenomenon, the features and the effects of the shortage of rural migrants. Chapter 4, The Causes of the Shortage of Rural Migrant Workers, explores the causes as follows:(1) wages, bad work conditions and the requirements for the job;(2) the benefiting-farmers policy and the family-planning policy and the imperfection of the social security system;(4) the prejudices of social concept;(5) the old migrants'homecoming and the young migrants'view of employment. Chapter 5, The Countermeasures of the Shortage of Migrant Workers, finds some solutions to the problem. First, the government should improve the social security system, deepen the reform of the Hukou system, establish a nation-unified labor market and strengthen the ideological education. Second, the enterprises should raise the wages, respect and be good towards rural migrants and strengthen technical innovation. Last, rural migrants should emancipate the mind. Chapter 6 is the conclusion of this research.
