At this stage, the engineering water-saving,agronomic water-saving,chemical control water saving and other means of control are difficult to be applied due to their higher cost and badly damaged ecological environment. However, optimizing the planting structure can increase the comprehensive benefits of agricultural production, and it is of great significance to improve the efficiency of water resources utilization. In this paper, the optimization of agricultural planting structure in Hetao irrigation area under the condition of water resources constraints is taken as the research object, using multi-objective intelligent swarm optimization algorithm to obtain the planting structure optimization scheme with relative stability and regional characteristics. The aim of this paper is to provide reference for the development of modern water-saving agriculture in arid and semi-arid areas of Northwest China.Due to the large ammount and complexity of the factors involved, the accuracy of the optimization results is greatly affected,so the optimization of the objective function and the determination of the constraints are greatly important. The conclusions of this study are as follows:(1)Application of model in Hetao irrigation area, the comprehensive benefit of irrigation area increased by 7.61%,the comprehensive benefit increased by 7.61%,of which the economic benefit increased by 14.07%,the social benefit increased by 11.86%,the ecological benefit increased by 0.74%,the water production efficiency increased by 16.08%,0.58 billion m3 of the total amount of available water resources were saved compared with before.accounting for 11.94% of the available water resources in Hetao irrigation area.(2)In different target scenarios, four cropping programs are formulated in this paper.Focusing on economic benefits, food security, ecosystem services and efficient use of water resources in four areas.economic benefits of the program is suitable for the rapid development of rural economy, increase farmer income, but the social benefits and water production efficiency than the other three programs.the purpose of the food security program is to adequately safeguard food security and recommend the use of this program when there is a risk in food security.Eco-benefit programs focus on eco-efficiency objectives, focusing on the value of ecosystem services, the comprehensive benefits of the program is the most comprehensive, but the economic benefits are smaller than other programs, indicating that ecological benefits should be promoted and sustainable development should be the development direction of irrigation industry, but will reduce the economic benefits to a certain extent.efficient use of water resources program focused on water production efficiency, the purpose is to improve the efficiency of water resources and efficiency, the scheme has the highest water production efficiency, but the comprehensive benefit is smaller than other schemes, which indicates that water resources has become the restrictive factor of economic and sustainable development of irrigation area.(3)The optimization of agricultural planting structure is not only the need of agricultural supply side reform, but also an important means to improve the comprehensive benefits of planting and improve the efficiency and efficiency of agricultural water use.application example of Hetao irrigation shows that the optimization of planting structure shows great potential in improving regional comprehensive benefit and saving water,is one of the powerful measures to alleviate the shortage of water resources in the agricultural production of the Hetao Irrigation District and the Arid Semi-arid areas in Northwest China.
