In recent years, with the rapid economic and social development, China's urbanization process is significantly accelerated and expropriation of rural collective land becomes the main form of land supply. Land expropriation involves the transfer of the ownership of collective land and the changes of land use. It is related to the legal rights and long-term interests of peasants, and has a significant impact on rural economic development and social stability.Therefore, land compensation and resettlement has always been an important job of Land and Resources Department. Our current land compensation and resettlement system is established during the planned economy period, has experienced a producing, developing and improving process, and formed a legal system of land compensation and resettlement with the "Land Management Law" as the core.At present, China's socialist market economic system has been formed, while our land compensation and resettlement system is still under the planned economy after several revolutions. The existing system can hardly meet the new situations and new requirements. Research and Reform of land compensation and resettlement has been put on the agenda. It is reasonable, necessary and urgent to promote the reform of present land compensation and resettlement system.Establishing a new system of land compensation and resettlement and related laws, mechanisms and institutions which are adapted to the development of socialist market economy will be one of the key issues of current and future land resource management. Reform on current system is to meet the requirements of market economy, to find a balance between promoting economic development and protecting the peasants' interests. To solve this problem, relevant departments especially Land Department and local governments of all levels shall follow the guidance of "Scientific Concept of Development" and "People-oriented" Principle, keep improving land acquisition procedures, actively and properly solve the employment and social security issues of landless peasants, gradually establish and improve reasonable compensation systems for landless peasants.
