At present, our country is in a period of"Speeding up the formation of a new pattern of urban-rural integration". Urban-rural integration refers to the integrated development of economics and society both in urban and rural. It is the requirements of breaking the urban and rural areas"binary"structure and promoting the economic-development both in urban and rural. With the implementation of Urban-rural integration, farmers have access to a variety of positions; they are the main"driving force"of the economic growth both in rural and urban. As we all know, protecting labors'working-right equals to protecting people's survival-right. Protecting labors'working-right during the period of Urban-rural integration is not only the famers'personality development requirements, but also the basis of Urban-rural integration. For these reason, in this article, the author do some research on the problem of farmers'working-right with the background of Urban-rural integration, so as to give some proposals for the implementation of Urban-rural integration.Before our discussion, we described the background, significance, ideas, methods, innovation and inadequacies of this article.ChapterⅠ, we examined the relevant theory firstly, and then, we do some extension about Human Capital Theory and Labor Market Discrimination Theory on the background of urban-rural integration. This chapter focused on how to use these theories efficiently on analyzing the problem of farmer's labor-right during the period of urban-rural integration.ChapterⅡ, we study farmer's labor right from the perspective of system barriers, human capital stock and urban-rural labor markets. Firstly, in the institutional level, China's rural land system, education system and employment system are imperfect. Secondly, with the characteristics of high-risk, long cycle, low-return, human capital investment is difficult to implement in rural areas. Thirdly, the phenomenon of urban and rural market segmentation went against the policy of protecting farmer's right and interests.ChapterⅢ, we established time series model and studied the correlation between factors in order to provide an empirical basis for protecting farmer's labor-right. Empirical results show: there is a long-term stable relationship between farmer's labor income and technological progress, capital investment, labor input, system. System and capital is the Granger cause of income, and there is a negative correlation between the number of farmer and income.ChapterⅣ, we think about ways to protect farmer's labor and interests during the period of urban-rural integration. We must take full account of the close relationship between labor right and human capital, labor market, economic system. First of all, we have to strengthen human resources development in rural areas. Secondly, we have to promote the reform of urban and rural household registration system. Thirdly, we have to establish an integrated urban-rural labor market.
