Opportunity Analysis Of Land Consolidation In Plain Area Of North Of Henan Province

With the rapid development of social economy, the scope of land for rural residential areas expand constantly, land resources waste seriously, the contradiction between agricultural and construction land become more and more severe, construction land is in short supply, the pressure of cultivated land protection is very high.Develop rural land readjustment is very important ,on the one hand it is the foundamental way to realize the dynamic equilibrium of total cultivated and the important act to protect cultivated land, on the other hand is the need of the construction of socialist new countryside.The article analyse rural residential area's spatial distribution and land layout of the Beiyang town and summarize the problems existing in the rural residential area's land. Using analytic hierarchy process factors weights, through the method of fuzzy comprehensive evaluation caculation the readjustment timing of the Beiyang town. Based on the timing of the rural land readjustment, establish village development potential evaluation index system, according to the potential development of villages determine the final readjustment sequence.Based on the fractal dimension analysis theory, the fractal dimension increase from 1.164 to 1.173 between 1997 to 2008,indicating that the current of rural residential use tend to disperse. Through calculate the fractal dimension of 64 villages, of which 20 villages tended to compact ,44 villages tended to disperse.According to the basic theory of the rural land readjustment, from the holder of the intention,population and economic level,readjustment potential of the rural residential areas established timing evaluation index system. The timing of the rural residential can be finished two grades, finishing mature area including 21 villages, finishing less mature areas, including 43 villages. According to the evaluation results of the rural land readjustment, the timing of the readjustment of the rural residential areas can be divided into two levels,the first level consolidation areas including 21 villiages ,the second leval consolidation areas including 43villiages .Based on the evaluation of the timing of the rural land readjustment, make village development potential evaluation and determine the final readjustment sequence. For the mature readjustment areas, 12villiages will be as high-rise district, 5 villiages will be as recently moved villages, 4villages will be as forward villages; For the lea mature readjustment areas, 6villiages will be as high-rise district, 11villiages will be as recently moved villages, 25 villages will be as forward villages.
