The Research On The Rural Residential Land Adjustment Of Hunan Province In The Context Of Building A New Socialist Countryside

In the context of building a new socialist countryside, strengthening rural residential land readjustment in Hunan Province is one of the most important ways to enhance the man-land contradiction, solve the problem of land use condition, and realize the dynamic equilibrium of the gross cultivated land. And what is more, rural residential land readjustment is one of measures to accomplish coordinating urban and rural development, and it can promote the advancement of the new socialist countryside.By analyzing and summarizing the rural residential land readjustment researches at home and abroad, the dissertation proposed the essence of the relationship between rural residential land readjustment and new countryside construction. The paper introduced the land present situation of the rural residential land readjustment in Hunan, and proposed the problems exists in the village settlements land-use. At the same time, the paper has its own set way to evaluate the comprehensive potential of the rural residential land readjustment on the basis of economic-societal data. The paper chose evaluation method with AHP to calculate the rural residential land readjustment potentiality. Analysis of the rural residential land readjustment potentiality provides theoretical support for the implementation of land readjustment,and it is an essential element for the rural modernization and the construction of the new socialist countryside.According to the present situation and the potentiality of the rural residential readjustment in Hunan Province, the paper make some policy decisions, which consist of working out the plan of the rural residential land in Hunan Province, regularing measures of the rural residential land readjustment, perfecting legal system of the rural residential land readjustment,strengthening the construction about environment and infrastructural facilities in the rural residential land, choosing the rural residential land readjustment pattern in line with local conditions, improving the quality of engineering management. These policy decisions are of great importance to the rural residential land in Hunan Province, which can advance the rural residential land and new countryside construction.
