Puding County, Guizhou Province Of Rural Residential Land Consolidation

PuDing County is typical representative of our national Karst area,frail ecological environment and serious stone desert.Because of the topography,inhabited historical and other reasons,PuDing County has own characteristic of rural,small countryside settlements,scattered distribution,poor living conditions and frail environment.Unreasonable structure of the rural internal land-using,lack of systematic planning for rural,extension and expansion in the countryside,the land wasting phenomenon is serious.Therefore,in the context of coordinating urban and rural development,taking building a new socialist countryside as guidance,strengthen rural residential land readjustment in PuDing County is one of the most important ways to change the rural backwardness,promote rural economic development and social progress currently.This paper is studying on the primary problem of rural residential land readjustment in PuDing County in rural residential area.Adhering to the principle of integrating theory with practice,this disserted is based on the fieldwork and collecting correlative literature,using combination of qualitative and quantitative analysis.Introduce the related research development currently and sum up the theoretical foundation of rural residential land readjustment.Through fieldwork research,I find that the distribution of rural settlements,land-use features,the problems and its development trend in PuDing County has been increasingly unable to meet the requirements of socio-economic development.Not only it is very necessary to take steps for rural residential land readjustment,but also it is feasibility.Then,appraise rural residential land readjustment potential of PuDing County by ways of a multi-factor comprehensive evaluation and analytic hierarchy process.Design four aspects potential indicator system to appraise the comprehensive potential, such as increasing using land area,realizing land value,optimizing the countryside settlement and improving ecological environment.Based on the potential appraisal,decide each potential degree zone.After that,summarize four kinds of rural residential land readjustment patterns,which contain the countryside urbanization,to shrink the village and the spot constructs center Village, the village internal transformation control,the whole to move different transforms etc.then chose the suited pattern for each villages and towns in PuDing County.Finally,design the guarantee mechanism for rural residential land readjustment in PuDing County.From the countryside homestead land ownership,the plan of city and countryside development,the land-use plan,the legalization standard management,the fund raising,the public participates,rural community guarantee,as well as other aspects,give advice to make sure the work of rural residential land readjustment successful.
