This paper studied the about the Rural Land Transfer Market of Henan Province.In recent years, with the implementation of the policy which prolongs the deadline of contracting land in rural areas, as well as the transfer of rural labor to non-agricultural, the pace of land transferring in rural areas in Henan Province accelerated. However, ensuing it, the disputes about land also continue to occur, and it affected the vital interests of farmers and the overall stable situation in rural areas to some extent. In response to the Party Central Committee's policies, and strengthening the management of operating rights of rural land contracting, government of Henan Province enacted "Rules about transfer contracted land in Henan Province" on September 17, 2004, to standardize the rural land transfer, and maintain the legitimate rights of both contractor and contracted. In this case, it is of great significance to understand comprehensively the status quo about the transfer of rural land in Henan Province, and to analyze the problems and causes of the land transfer, and to research future trends in land transfers in Henan Province. And it is helpful to Henan Province in raising the efficiency of agricultural labor and land productivity, and further stabilizing and improving the land contract relations, as well as adjusting rural industrial structure, and promoting the rapid development of agriculture and economies of scale, and maintaining rural social stability.The methods used in the article as follows: The first is the method of combining literature survey with practical investigation. Most of the data in this article come from the practical investigation in counties in Henan Province, and from literature on the Internet about this subject. The second is the method of combining quantitative analysis with qualitative one. It is demonstrated in the significance, the circulation status, issues, and successful experiences of the land transferring. The third is the method of empirical evidence. Beginning with the status quo of rural land transferring, by use of the system point of view, an analysis about the problems, suggestions and trends of land circulation is done comprehensively in Henan Province by use the method.The paper analyzed firstly the status and questions comprehensively and systemically about the rural land transfer on the basis of detailed investigation in Henan Province. And then forecasted trends of the transfer of rural land and gave some countermeasures and proposals to promote the transfer of rural land in Henan Province.First of all, the paper overviewed the connotation and meaning of transfer in rural land. And it cleared the content of the transfer of rural land, and confirmed the importance about the transfer in rural land to rural economic development, agriculture and industrial structure optimization, and the farmers'income increasing.Secondly, this paper, based on the survey data, inspected comprehensively the status of the transfer in rural land in Henan Province. And then it analyzed systematically the problems and their causes about the transfer in rural land in Henan Province. The major problems are: non-standardized contract, flowing into non-agricultural land, as well as bad management after transfer, etc. And the reasons are manifold, including institutional, managing and marketable and so on.Again, this paper sorted successful practices about rural land transfer in several typical cities and counties in Henan Province, and then predicted the trends about the transfer of rural land in Henan Province that the Henan province will move towards a market-oriented land transfer, standardization, and the direction of diversification.Finally, the paper put forward some countermeasures and proposals to promote the transfer of rural land in Henan Province. These suggestions are: strengthening the system-building and advocacy about transfer rural land from the level of the legal system; strengthening management principles, management mechanisms and fiscal support mechanisms from the level of management dimensions of transfer rural land; exploring the establishment of a land transfer risk protection mechanisms and cultivating a land transfer market and intermediary organizations from the level of market-oriented operation.In sum, on the current in Henan province, it is required in speeding up rural land transferring, and taking seriously the problems and solving them. Also, it needs to using scientific methods to conduct the reform by adhering to the model guidance and facts. And it should realize large-scale, intensive and market-orientation about the rural land transferring, and ensure the farmers receive benefits actually, by using fully the active role of it.
