Agriculture is the foundation of national economy, and is playing a decisive role for social and economic development. But because of agriculture's feature of weakness, both developed and developing countries generally adopt protectionist policy in agriculture. Start with the high-produced- oil soybean in Northeast of China in 2002, China gradually implementated seed-subsidies on some varieties of crops with growing advantages. By 2009, the subsidy scale had been expanded to high-quality special wheat, corn, rice, cotton, rape and other crops. According to WTO rules, seed subsidy is one kind of subsidies on agricultural inputs, belonging to "amber box" policies; while for developing countries, it is"green box" policy. Because, it is to promote fine varieties, at the same time, it can popularize the application of new technologies and improve the level of agricultural technology and extension services of agricultural technology; it also has little effect on "distortions" of international trade.Henan is one major agricultural province of China, with agricultural population of 6345 million, maintaining arable land above 103.4 million mu; of which, its wheat production accounts for a quarter of the whole nation's wheat production. Henan's agriculture plays a crucial effect to ensure national food security. Henan Province began to enjoy high-quality wheat seed subsidies from 2003. Currently, the subsidy policy has achieved a complete coverage on growth of improved varieties, such as wheat, corn, rice, cotton, rape (Xinyang City only) and other crop varieties. planted to. The implementation of seed subsidy policy in Henan Province has been altered from indirect subsidies to direct subsidies, which significantly has played a positive role to improve farmers'income and agricultural efficiency. However, there are still some problems in the process of policy implementation, which needs further improvement.The most direct way to reflect the effects of the implementation of seed subsidy policy is through impact of farmers'production behavior. And specially, the farmers'conduct of seed purchase can most effectively reflect the implementation effect of seed subsidy policy.This paper starts from the impact of the implementation of seed subsidy policy on farmers'production behavior and focuses on the status of implementation of seed subsidy policy. In use of data through first-hand through field survey, a Logistic model is established to find out impact factors of seed purchase behaviour of peasant household in the implementation process. Through analysis, we find that, at this stage, the major factors affectting farmers'seed purchase are the seeds'quality, seeds'prices, the seed company's services, assignment of subsidies'areas and so on. In those factores, this paper reflects that the farmers'acquaintance with the implementation process of this policy and its specific content, but it is some basic problems as seed quality that mostly affect the production behavior of farmers.
