Research On Quality Management Of Hybrid Rice Seed In China

Hybrid Rice is the most important crop and cannot be substituted to food production in China nowdays and its importance is enhanced day by day in the world food production. The seed of hybrid rice is the indispensable "Technical Chip" to promotion of hybrid rice. The quality of hybrid rice seed is directly related to food production security in china even in the world. While strengthening the hybrid rice seed quality management is the inevitable route to raise hybrid rice seed quality level in china. The current situation of hybrid rice seed quality management is very severe in china. It mainly shows the difficulty of the quality supervision management for the government department,, the frequent accident of seed quality due to the imperfection of seed production technology system and the failure of quality control measure, the carelessness of awareness of quality management to the seed enterprise, the higher request of the seed quality management to join the international competition and so on. Therefore it is very necessary to make a further research on the quality management of hybrid rice seed.This research includes three aspects related to the hybrid rice seed quality management such as hybrid rice seed production technology system, the quality control measure, the quality supervision management. Based on the author's experience working for 15 years in the hybrid rice industry and followed by the elementary theory of the quality management, a great deal of elemental information about the hybrid rice seed quality management was collected. In the duration of research different resources of information were collected such as consulting the domestic and foreign related paper, visiting and investigating the hybrid rice seed quality supervision organization, interviewing the seed enterprise and the seed consumer and so on. Then the above information would be analyzed, induced, summarized, deduced.This research shows that it is closely related between hybrid rice seed production technology system and hybrid rice seed quality management and has constructed a set of brief and perfect hybrid rice seed production technology system through carrying on the analysis based on the hybrid rice seed production's universal technology and the particular technology. This research also proposes that the hybrid rice seed quality is a comprehensive concept and should include the heredity quality and the sowing seeds quality. Not only is there a compulsory standard to the hybrid rice seed quality in China, but also the seed consumer has the extra additional request to the seed quality. Therefore a set of target-oriented hybrid rice seed quality control measures need to be built up through analyzing the main factors to currently influence hybrid rice seed quality. These measures should include reinforcing the training of technical personnels, strengthening the base construction of the hybrid rice seed production, speeding up the research and the utilization of the fast purity determination technology of the hybrid rice of variety, stressing the parent purification and rejuvenation as the core measure of quality control, managing with rigorous isolation, adopting appropriate production technology to enhances the seed quality, strictly paying attention of seed quality at purchasing stage, prompt, fast, accurate testing seed quality, intensifying the construction of seed project for promoting the grade of seed quality and so on. Moreover, through analyzing present situation and main problems of hybrid rice seed quality supervision in china, this research suggested the development countermeasure of hybrid rice seed quality supervision management. These countermeasures include strictly controlling the issueing variety releasing pass, paying more attention to supervising the seed quality of the key target which is the source that seed quality forms, expanding the investment to promote software and hardware construction of quality supervision organization, accelerate the implementation of hybrid rice seed quality certification system, speeding up applying the DNA fingerprint technology for hybrid rice seed quality supervision, establishing rules to strengthen the quality supervision in seed production stage and before seed production stage.The result of this research is beneficial to encourage the development of hybrid rice seed quality management in china, to provide the reference for the government to formulate the hybrid rice seed industrial policy, to give some suggestion about development direction of quality management for the seed enterprise. It is also helpful to enhances satisfaction degree of the seed quality for rice seed consumers, to strengthen competitive power for Hybrid rice Seed Enterprise in the world and to further expand the application of hybrid rice.
