The Effect Of The Promotion Of Planting Seed Subsidy Policy In The Scp Framework

The high-quality seeds policy is the first of agricultural subsidy policy which was promulgated after china entered WTO.It made an importantly contribution to improve the level of agricultural technology,effect on the yield and quality of farm product,arouse peasants'enthusiasm for production,increase the degree of the scale of agricultural production and promote the development of leading industries of agriculture etc.There are, however, a great many problems existing in process of implementing seed subsidy, which lead the high-quality seeds policy can not fully play its role in boosting agricultural production. Some consequences leaded by the problems are even totally at variance with the original intention of the policy. So, it is necessary to analyze the process of the policy acts on agriculture. Crop farming is one of the leading industries of agriculture. The policy can do benign affection or not is relation to the food security of China. The rice is one of important foods in our country. It is highly representative to analyze the process of the policy acting on the rice production.Based on the overview of document research about agricultural subsidies in domestic and foreign, especially high-quality seed subsidy, the author tries to build a SCP analytical framework of the high-quality seeds policy of crop farming. And tries to quantize the process of the policy acting on the rice production, by taking the rice production in Sichuan for instance for empirical study. The analysis of market structure mainly include the market concentration% product differentiation,production operator entry and exit barriers.And the market concentration mainly analyzes by using absolute concentration from three aspects:rice output,rice planting area,rice sold number. And after identified the type of market structural, the article analyzes the process of the policy acting on the market structure. The author searches for factors which influence the farmers'rice production behaviors by using logistic model with a general set factor in circumstance, and compare the differentiation of the impact factors and the general factors in the analysis of the farmers'rice production behaviors. After analyzed the causes of this phenomenon, the author analyzes the process of the policy acting on the farmers' rice production behaviors, and quantizes the process of the policy boosting the rice production, through compared and analyzed the farmers' rice production situation and results in project demonstration area,project radiation area and non-project area.On the basis of theoretical analysis and empirical research, the author comes to the conclusion that:first, the policy areas of the high-quality seeds policy is "Green Box". Second, the market of farmers'rice production in Sichuan at this stage is in a period of a perfectly competitive market changing to a monopolistic competitive market, and the high-quality seeds policy is mainly affected the market by acting on market concentration. Third, the farmers'rice production behaviors are mainly affected by the variable of farmers' basic character,input-output,cognition and area, and the high-quality seeds policy is mainly affected farmers'rice production behaviors by acting on the variable of farmers'input-output. Finally, the effect of rice production in project demonstration area and project radiation area are better than in non-project area, and give some recommendations.
