Study And Strategy On The New Countryside Construction In Anyang City

Anyang City, which located in the north of Henan Province, the city's total population of 5.42million, of which agricultural population is 4.22 million people, with a total land area of 598 mu, is a typical big city of agriculture. In recent years, Anyang City has made huge development in agriculture and rural economy and made certain achievement in rural development. However, it also encountered some deep-seated contradictions and problems. For instance, the highlight contrast between urban and rural economic and social development, the lower level structure of agriculture in rural areas, the cultural and technical quality of the farmers is low, the village-level management is generally backward and so on. These problems have seriously restricted in Anyang City of agriculture, rural construction of further development. How to break these challenges placed before us. CPC Central Committee and State Council, taking the social situation, urban and rural development, gives the answer:the building of new socialist countryside.This paper draw on international experience in the construction of new countryside, combined with China's new rural development policy-oriented, comprehensive inspection, research and analysis of the building of new countryside and problems of the status quo and put forward the strategies and measures.The studies show that there are limited financial resources in the new rural construction in Anyang city, and the inputs lack of capacity; peasant incomes appear bottlenecks, and continued to grow weak; system to push reform become more difficult; planning lags behind in development, affecting the process of building; the rural public services and social security system lagged behind; a big gap between urban and rural areas and so on. To solve these problems, Anyang City must adhere to government-led in rural development and farmers theme; adapted to local conditions, and classification guidance; planning in advance to co-ordinate development; practicability and capabilities; establishing the rules and systems and standardizing operations, such as five principles, and take six measures:centering on the development of production, accelerate rural industrialization and urbanization, promoting agricultural modernization, laying a new foundation on the economic development; around the life of well-off, to increase farmer's incomes in multi-channel and improve rural social security system, to achieve new improvement of living standards of farmers; around the village of civilization, develop the educational and cultural undertakings in rural areas and improve farmers ideological and moral qualities, to foster healthy civilized new practices and still; around the village of Yung clean, improve rural infrastructure, optimize the living environment and ecological environment, to form the new face of rural areas; around the management of democracy and strengthen the rural grassroots organizations and earnestly safeguard the democratic rights of farmers to establish village-level management of the new mechanism; strengthening the organization leadership of socialist new countryside construction.
