Regional Quantitative Assessment Method, which got rapid development and application in the last few years, is used to synthetically evaluate projects that exiting multi-hazard in the same time. In this paper, regional quantitative assessment method about petrochemical enterprises is researched and improved. First,casualties is chosen as the indicator of accident consequences after comparing advantages and disadvantages of casualties, property damage and environmental damage. Individual risk and social risk are taken into account to prescribing the casualties. Through statistical analyse accident information of the domestic petrochemical industry, mining, transport industry and criteria used in the dam, land use, pressure piping, individual risk and social risk criteria is proposed for petrochemical industry in our county. At the same time a safety compensation system, including fire, medical, self-help capacity, is established by drawing lessons from Mond Method's rule on coefficient. Besides, calculating program of individual risk and its contour plot are worked out by using MATLAB. At last,the method is applied to the safety evaluation of a depot project and proved to be effective. It's also suit to other hazardous industries, proved to has an important significance on region's safety planning and safety management.
