Research On Social Stability Risk Evaluation In The Construction Of A Petrochemical Park

As a high pollution industry, petrochemical industry will be very likely to cause pollution and damage to the surrounding environment in the process of construction and production. At the same time, the construction of the petrochemical park may bring about the unreasonable land acquisition, undesired scale of Housing Demolition compensation, waste of resources and other issues, which induces the mass incidents and leads to the strong social stability risk. Xiamen PX (para-xylene) project, Ningbo Zhenhai Refinery Project, Maoming PX project, Anning caopu refinery project produced a great impact, which not only seriously affects the social stability, but also becomes an important factor restricting economic development. Under this background, we need to strengthen the evaluation for social stability risk of A Petrochemical Park, to find the hidden danger affecting social stability and to put forward th resolving and response plans, so as to carry out effective measures in time and dissolve social stability risk from the root. This is very important for the construction of A Petrochemical Park and the maintenance of social stability.First of all, this paper elaborates on the research background and significance of topics, and analyzes the current situation and existing problems of the research on social stability risk. Based on this, the process of social stability risk is designed from the aspects of risk identification, risk assessment and risk response.Further, based on the investigation of the social stability risk of a Petrochemical park construction, this paper identifies the potential factors for the social stability risk in the construction of a Petrochemical Park through seminars, expert consultation, focus interviews and questionnaire, and assesses these risk factors by the method of expert scoring. On the basis of this, this paper puts forward the comprehensive and specific risk prevention measures and resolving strategies.Conclusively, this paper considers that in order to achieve the effective promotion of the construction of A petrochemical park, the first is to effectively identify the potential social stability risk factors through risk survey; the second is to determine the level of risk through risk assessment; and the last is to determin the priority of risk resolve according to the judged initial risk level, put forward the comprehensive and special risk prevention measures and resolving strategies, and clear the target of risk prevention and resolution.
