The Study On Options Of The Rural Land Circulation Models

The land circulation reform is a major move to solve the rural land crushing and realize the scale operation. It has great significance for the promotion of the industrialization of agriculture development , the realization of the agricultural modernization and the building of the new socialist countryside. Good land circulation model will not only be able to bring about improvement in efficiency of land use ,but also can effectively protect the main interests of the peasants; so it is imperative to find a suitable way for the land circulation.From the beginning of our country land use current situation and problems ,this paper analyses some problems caused by the implementation of a number of circulation models,that is, transfer,subcontracting,rental,swap,shares. And from the perspective of the public policy analysis ,the paper analyses the several important land circulation models, that is, the land shareholding cooperative system,land shares in the company,land shares in the farmer cooperatives. In the last part , the article analyses the principles which the option of the model should obey, proposes that it is a good approach to circulate the lands by the shares model . With the land shares ,the land can be realized as value form,monetary form from the physical form. And it can satisfy the long-term operation .we can implement it by the land sharing in the farmer's professional co-operatives. On the basis of safeguarding farmers'interests, the scale operation of the land can be realized. And it also advances the proposals to resolve the problems of this model.
