Construction of the village cadres to resolve China's "three rural" issue of great importance, but the rural governance, rural community development, modern agriculture to promote village-level services such as village leaders need to implement as a leader. However, the village cadres cannot be included within the national cadres system of ranks due to the double features that they are contained. This particular group needs to study and solve a range of issues.Based on the Ningbo Zhenhai village cadre of research and concluded, to tease out the four with the general difficulty: midway adjustment, selection and training, encouraging the development of job training. In this paper, the four difficulties, from starting the specific nature of the village cadres, the use of rural community development theory, theory of endogenous development, human resource management theory, mechanism design a village level cadre of the specific path: Local personnel training and Enter the combination of external personnel selection system, the real work life experiences and theoretical knowledge combined training to improve mechanisms for long-term management of education and admonishing the combination of individual monitoring mechanisms, service awards and retirement incentives combined.As village officials do not have our identity within the system of cadres, village cadres have a lot of need for construction of a bottleneck. Based on characteristics of the role of village cadres, we put forward a series of operational concrete proposal.This article also discusses the uncoordinated measures that involved in the "Communist Party of China Constitution" and "Village Committee Organization Law".
