Poor Area Village Cadres Team Construction Problems And Countermeasures Research

At present, the binary Structure between urban and rural areas in our country still exits and the gap between them is biggish. The Fifth Plenary Session of the Sixteenth Central Committee puts forward the task of building a New Socialist Countryside. After that, the 17th Session of the General Assembly raises that how to solve the issue of agriculture、countryside、farmers concerned general situation of building a well-off society. Therefore, it must be regarded as the prominent. However, who will lead the farmers to construct new countryside、how to resolve the issues concerning agriculture, countryside and farmers and to get rid of poverty so as to strive for a relatively comfortable life? The author believes that the basic and the most direct power is the contingent of rural grassroots cadres, it is its quality and competence will determines the whole process of constructing an affluent society. Currently, new rural construction in our country is a little hysteretic. The most difficult to solve the issue of "agriculture-countryside-farmer" is in the depressed area. And here is the worst construction of the contingent of rural cadres. So it is considered that to resolve above problem is urgent and vital. The annalistic problem of the thesis will focus on construction of the contingent of rural cadres in depressed areas. This article which is based on primary theories of principles of Management、sociology and statistics will take the methods of social investigations、empirical analysis as well as induction to emphasize analysis on the issues that arises in construction of the contingent of rural cadres in depressed areas and its prominent reason and will also give concrete measures. The thesis consists of four parts.The first part will be an introduction. Firstly, it raises the problems that are due to the deep gap between urban and rural areas in present depressed areas, how to put rural cadres into full play is of greatest importance. It is suggested that the research on construction of the contingent of rural cadres in depressed areas should be strengthened. And then it points out the significance of strengthening the Building of the Primary Organizations. To improve Party Building our country must do well in constructing the contingent of rural grassroots cadres. It is an important guarantee for social stability and long-term peace and order in the country. For this reason we should strengthen its construction to improve the ability and the level of building a harmonious society. It is the need to coordinate Urban-Rural Development as well as speed up the rate of new rural construction. Secondly, the thesis analyze the disparity between the poor and developed areas:bad geographical situation、backward infrastructure. the weak foundation of agriculture old-fashioned values、backward social development and lack of talent. Thirdly, it will summarize the present situation in the construction of the contingent of rural cadres both home and abroad. Fourthly, it will expound the basic structure、creative points、research object and research methods.The second part will point out the issues among the construction of the contingent of rural cadres in depressed areas and analyze the reasons. It will be the following:first, it is due to the aging of rural cadre and short of reserving cadres. Second, the quality of rural cadres is a little low. Third, the work methods of them are neither up to date nor appropriate. Fourth, the actual effect of their study and training is not so good. Fifth, the supervision and administration of them are not sufficient. Sixth, there are difficulties in selecting rural cadres. Seventh, the Incentive and Restrictive Mechanisms of it is inadequate.The third part will focus on the theoretical principles in strengthening the construction the actual effect of study and training of rural cadres in depressed areas. it includes demand arrangement theory of Maslow、the theory of motivation stimulation、the theory of consolidating、Humanity Assumption、the manpower capital theories management theory and theory of Management By Object。The fourth part will give some advices on strengthening the construction of thecontingent of rural cadres in depressed areas. Firstly, the treatment of them should be improved. Secondly, there ought to be more and better training. Thirdly, the supervision and management should be strengthened. Fourthly, the supervision of promotion and recruitment of officials and the system and methods for assessing their performance should be completed. In addition, the system of encouragements and penalties of selecting cadres has to be improved.
