The Study On Hebei Energy Efficiency And Influencing Factors

The energy issue is related to economic development, social stability and national security. With the modernization, industrialization, urbanization accelerating, and the rapid development of heavy chemical industry, the contradictions between energy and environment protection and social development become more and more significant. Improving energy efficiency is an important way to solve the energy conflicts. Hebei province is both a large energy producer and also a large energy consumer. Because of the heavy industrial structure, coupled with the low level of industrial technology, the energy consumption is very high. The index energy consumption in ten thousand GDP which reflects the overall efficiency of energy use is very high. The problem of environmental pollution is more and more serious. High investment, high consumption, high emission and low efficiency are still prominent features. Saving energy and reducing consumption become necessary. 2010 is the last year to realize "The eleventh Five-Year" energy-saving goal and the most critical year. The study on the energy efficiency and influencing factors of our province is an important subject to the achieving of the energy-saving and emission-reduction targets, and alleviating the conflicts,constructing resource-saving society in Hebei Province.In this paper, based on the using of single-factor energy efficiency evaluation index, we further make use of Data Envelopment Analysis (DEA) which reflects energy efficiency concerning all elements to research the energy efficiency in Hebei Province. In the model, we Select Energy consumption, capital stock and human capital stock as indicators of input, while GDP as indicator of output. Then the country's 28 provinces'energy efficiency in 2000-2008 is analyzed. The results showed that the energy efficiency in Hebei province is very low and at the lowest level in North China, which is just above the efficiency in remote areas of the northwest and southwest provinces. Besides, it shows a downward trend.In order to study the reasons impacting the energy efficiency in Hebei province, this article compares Hebei with Beijing, Shanghai and other four typical provinces based on the following four factors: structural adjustment, technological progressing, energy consumption structure and living energy consumption. The result shows that the industry structure is heavier, with less advanced technology and heavy reliance on coal and other issues, only the energy consumption of life accounts for certain advantages. On this basis, this paper constructs a factor decomposition model to measure the impact of structural adjustment, technological progress and living energy consumption on energy intensity in Hebei province. Results demonstrate that the changes of energy intensity in the period of the "fifteenth" and the "Eleventh" "Five-Year" mainly depend on the technological progress which is the determinant. the decreasing of living energy consumption improve energy efficiency, while the heavier trend of industrial structure hinder the improvement of energy efficiency. The potential of saving energy by optimizing the industrial structure is great.Finally, this article put forward some corresponding suggestions on how to improve energy efficiency in Hebei Province.
