Research On The Performance Evaluation System Of Government Procurement Projects Of Goods Purchasing

From the last century, western countries have achieved much success in the New Public Management Movement, which means to reduce public expenditure and to improve administrative efficiency. In China, after more than ten years that the government procurement system has been implemented, the scale of government procurement is expanding rapidly, while the efficiency of procurement expenditure has become a public concern. The theory of performance management is more and more popular in China's government; therefore it is urgent to do research on the performance evaluation of government procurement.In this paper, the necessity of carrying out performance evaluation of government procurement in China is firstly discussed. Then, the performance evaluation ways of government procurement in the U.S.A. are concluded and analyzed , which would be very useful for similar reforms in China. On this basis, a performance evaluation system of goods purchasing projects of government procurement is formed from three perspectives, planning, processing and using. At last, an analysis of a case under the performance evaluation frame we already formed would be a good verification.
