| As an essential tool of managing public spending in western countries,government procurement began in the late 18th century and early 19th century,with the formation of the early capitalism.Although government procurement started in China only more than ten years,the purchase amount increased year by year,the range has expanded each year.It's in a boom period.The whole research based on the theory of government procurement and evaluation in corporate choosing supplier.With the special nature of government procurement,the author refined preliminary indicators system in choosing suppliers of government goods procurement.By a large number of theoretical research and practical research,we refined 7 kinds of indicators in the level B,such as quality and price.Also we refined 21 kinds of indicators in the level C,such as rate of qualified products and the advance in technical of the product.With the help of government procurement officers and evaluation experts,we finished the research of "the importance of indicators".During the analysis of the research,we modified the indicators by deleting of less important factors and form the indicators system in choosing suppliers of government goods procurement.In addition,we finished correlation analysis,regression analysis and factor analysis for finding the internal contact among the indicators.After the research of "importance in pairs",we assign the factors in indicators system in choosing suppliers of government goods procurement by using AHP model.Then,we formed the evaluation model in choosing suppliers of government goods procurement.According to the "Portable computer purchasing" case study from Shanghai Government Procurement Center,we fuzzed qualitative indicators and Standardized all the factors.The result is that the model test results are similar to the actual evaluation results.At last,we draw a conclusion and made some recommendations in modifying the existing evaluation criteria. |
