In2002,our country has defined strategic thought of which "drive industrializationwith informatization", so the rapid development and application of informationcommunication and network technology provided the impetus and technical support forthe reform of government procurement, electronic procurement emerge as the timesrequire. But our government electronic procurement is still a new thing, there are manyproblems. Government accountability and performance is becoming more and moreopen, financial constraint hardening, the citizens’ right to know,this factors require forgovernment develop electronic procurement performance evaluation. At present,performance evaluation of government electronic procurement have many problems,such as performance evaluation mechanism is not perfect, lack of scientific andcomprehensive performance assessment framework of electronic procurement, indexsystem of performance evaluate is not science.Therefore, we need to establish acomprehensive, scientific and practical performance evaluation system of governmentelectronic procurement.Through performance evaluation of government e-procurement, capital investmenteffectiveness be assessed timely and objective, the e-procurement system successfulexperience of construction, operation and management be summarized, this can guideour construction of government electronic procurement. Based on the governmentperformance evaluation theory, the article established the balanced scorecard model ofgovernment electronic procurement performance evaluation, designed the evaluationindex system. According to the research methods of theoretical analysis combined withthe empirical analysis, the government electronic procurement performance evaluationmakes a deep analysis and research through Chongqing.Based on new public management theory, a lot of the management theory andmethod has been applied successfully in business, can be applied to public sectormanagement. The Balanced Scorecard to seek balance of financial and non-financial,long-term and short-term, subjective and objective, external and internal, it be applied toperformance evaluation of government electronic procurement, the performanceevaluation result more scientific, comprehensive and objective. According to theoriginal balanced scorecard framework and the characteristics of public sector, thispaper modified the original balanced scorecard framework and established a new balanced scorecard framework of government electronic procurement performanceevaluation. Then designed the evaluation index from four dimension of cost efficiency,customer satisfaction, internal promotion and public value. And use entropy and fuzzycomprehensive evaluation method to quantitative analysis. Finally, the chongqing citygovernment electronic procurement as an example was analyzed; the score ofperformance evaluation at67.67, this indicate chongqing government electronicprocurement at a relatively low level. We suggest that improve the electronicgovernment procurement performance level from three ways: perfect assessmentmechanism, establish the information system of government electronic procurement andtraining professional talents.
