The pattern of modern shipbuilding application and the physical design extension have extended ship modularization and standardize the technology formation. With advanced manufacture theory introduction, the modern shipbuilding pattern has been developing directly in the direction of agile manufacture. This agile manufacture treats the general design, production design, assembly and other administration function of a ship as an independent main body or chief of alliance based on all manufacture centers inside the shipyard and the many supporting workshops, raw material suppliers and outside joint factories composition many project development alliance. With shipbuilding pattern going deep into to agile manufacture process, production operation and control of by multiple ally enterprise make up of shipping agile manufacture enterprise have confronted with new challenges.This paper will be applied to theory of constraints in production planning and control system of a single enterprise applied to the forming of multiple ally enterprise shipping agile manufacturing enterprise, with a view to resolving the upstream ally enterprise the production fluctuations of the upstream and downstream enterprises of the key Federate so that enterprises of all league members to seamlessly link the production process.First, the paper describes the modern shipbuilding mode, pointing out that the shipping agile manufacturing will be the 21st century of advanced shipbuilding model, analysis of the substance of the shipping agile manufacturing processes and put forward the production and operation model of shipping agile manufacturing enterprise. Through the analysis of the theory of constraints, thus building the theory of constraints based production operation and control system of shipping agile manufacturing framework.Second, the paper focuses on the theory of constraints based shipping agile manufacturing production operation and control of three key issues - the load of bottlenecks in shipping agile manufacturing system identification, shipping agile manufacturing system bottleneck buffer model is set and shipping agile manufacturing production optimization. It determine to the bottlenecks in shipping agile manufacturing system by two kinds of quantitative methods. Set up models in the buffer, the main considerations of time buffer, analyzed only a ally enterprise and has more than one ally enterprises in front of bottleneck enterprise both cases the time buffer size model. The paper Proposed based on production orders for the total duration and delay of these two objectives of resource-constrained production optimization, and using multi-colony ant colony algorithm to make production optimization.Finally, the paper Xiamen Shipbuilding Industry Co., Ltd. shipping agile manufacturing were analyzed by collecting data from production system, using Witness software to create a system model, simulation runs to determine the system bottleneck, the bottleneck in determining the basis of the system through simulation to identify and optimize the parameters, the final parameters obtained according to the implementation of production planning and control operations.
