With the globalization of the economy and the increasing consumers’demands for personalized products, it is increasingly difficult to predict market for enterprises, leading more and more production pressures to traditional manufacturing industry. Large-scale production has been acceptable timely. This requires manufacturing industry to change their existing production, Push Production, and marketing mode,into Pull Production, so that companies can timely response to the order with products varieties and small batches. Therefore, in order to confront with the changes in the characteristics of consumers demands from companies inside, establishing a scientific and efficient production scheduling, implementation, and optimization control is significant profoundly.In terms of order-driven enterprises, a reasonable production scheduling not only takes full use of the production system resources, but also maximizes the output of the production system. So, more and more enterprises are focusing on how to scientifically establish and effectively implement a production scheduling to meet their customers’ requirements.However, enterprises often establish their production scheduling based on experience in the past and without the support of statistics, which full of randomness and probably out of control. Meanwhile, it doesn’t consider production bottlenecks in the system resources by this way, leading the production scheduling to be a mere formality and not a good guide to production.So, it is necessary for enterprises to combine the establishment of production scheduling and the bottleneck resources when making production scheduling. Nevertheless, the Theory of Constraints consider that the output of a production system is restricted by its bottleneck resource, which is the base and the core when making production scheduling. So, only if we discern the bottleneck resource at the beginning, and then from which, to make production scheduling, the production will be good for implementation and control.Therefore, we analyze and quantitate the order attribute of data structure on the basis of the production mode of Make-To-Order and Theory of Constraints, leading a comprehensive measure from several dimensions to weighing the priority of orders. The method is based on the principle bottleneck in production process, figure out the bottleneck in production process. And then, identify the factors that influence the priority of orders and quantitate. Ultimately, work out the comprehensive overall priority index, descending them in order, also, redistributing the workloads, at the same time, comparing the present situation of production scheduling of company F and the optimization results. This paper is on the background of an order-oriented company F, coupled with the principles of TOC, to establish optimization model and obtain the final result, which confirms this kind of optimization approach significant in practice.
