T's Correlation Degree Research Of Relationship Between Jinan's Science And Technology Investment And Economic Growth

For a long time, economic growth has been regarded as an important economic and political objective by all countries and the sustained economic growth is the base of sustainable development of society. With the rapid development of science and technology, scientific and technology progress on economic growth, the scientific and technological progress promoting economic growth has been well known and recognized in theoretical and practical aspects. Science and technology investment is the premise and material base of scientific and technology progress. The Chinese government also recognizes it and attaches great importance to increase investment in science and technology.Jinan was successfully selected one of 20 innovative pilot cities by the department of science and technology. The event marked that Jinan has already been in the front rank of the national independent innovation strategy. In this context, researching the relationship between Jinan's science and technology investment and economic growth to promote coordinated development between Jinan's science and technology investment and economic growth is particularly important.This paper, with Jinan's science and technology investment and economic growth as the studied objects, applies the means of combining the theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis, abstract analysis and concrete analysis, data indication and chart analysis to discuss the relationship between Jinan's science and technology investment and economic growth. Using the data of investigation and statistics from Jinan statistical bureau, this paper does a deep research on the current situation and existing problems of Jinan's science and technology investment and economic growth, then calculates the correlation degree between Jinan's science and technology investment and economic growth.The conclusion through empirical analysis is that: the R&D activity expenditure, the local government science and technology appropriation and the science and technology activity personnel have a positive correlation with economic growth, but the science and technology activity personnel have small significant role in promoting the economic growth of Jinan. All stages in Jinan's R&D activity expenditure have a positive correlation with economic growth. Among all the stages, the correlation degree between Jinan's R&D activity expenditure and economic growth in the basic phase is the biggest, the bigger is in the test development phase, the minimum correlation degree is in the application research phase. All executive departments of Jinan's R&D activity expenditure have a positive correlation with economic growth. Among all the executive departments, the correlation degree between Jinan's R&D activity expenditure and economic growth of colleges and universities is the biggest, the bigger is of the industrial enterprises above designated size, the minimum correlation degree is of the scientific research institution.This paper, with using the results from empirical research and the research on the current situation and existing problems of Jinan's science and technology investment and economic growth, proposes countermeasures and suggestions to promote the coordinated development between Jinan's R&D activity expenditure and economic growth. The countermeasures and suggestions includes consummating the system of talents cultivation, introduction and incentive to expand the team of science and technology talent, Clarifying government responsibility and strengthening the local government science and technology appropriation, Strengthening management and improving efficiency of science and technology investment, strengthening regulation of macroeconomic policy to create a favorable environment and conditions for science and technological progress, and implementing intellectual property strategy to strengthen the creation and protection of intellectual property rights.
