With the coming of knowledge economy era, the competitiveness of enterprises mainly depends on knowledge workers. Knowledge workers play an important role in companies obviously. As an important part of human resource management, compensation incentive mechanism plays a significant function. It prompts workers'enthusiasm and potential power. At present, because of salary insufficiency encouraging function and lacking competition, state-owned units have difficulty to arouse workers'activities during the process of developing. Thus, how to make compensation incentive mechanism better to improve talents'situation is state-owned units'first thing.To improve competitiveness and enhance benefit, state-owned units rationale and efficient using knowledge workers has a theoretical and realistic significance. By means of document analysis approach, qualitative analysis approach and quantitative analysis method, the thesis totally researches knowledge workers'salary encouraging function in state-owned enterprises. According to the characters of the state-owned enterprises and knowledge workers separately, the thesis mainly analysis the problems of salary encouragement. The paper makes State-owned units'salary better from the aspects of salary concept, direct salary and indirect salary.In this study, it takes knowledge workers in state-owned units as research object. The paper analyzes how to excite their job enthusiasm and activity from salary encouragement. First, it summarizes the background, content, methods, important and difficult points of this research. Second, it does a literature review and overview of theoretical study to determine the boundary mainly from human capital theory, marginal productivity theory and knowledge management theory as well as salary motivation theories etc. Third, it introduces the present situation and problems analysis of knowledge workers'salary encouragement in state-owned units. This provides evidence for finding methods to solve these problems. At the same time, it analyzes enterprises salary characters of America, Germany and so on. It uses their experience as a source of reference. Finally, according to the investigation and analysis of current situation, it proposes how to use salary mechanism to arouse knowledge workers and makes summary as well as prospect about knowledge workers'salary encouragement in state-owned units.
