With the rapid development of privately-run businesses and high technologies, the privately-run hi-tech enterprises in our country are developing very fast. They are becoming an important force in accelerating transformation of economic development mode, promoting optimization and upgrading industrial structures, improving independent innovative capability, developing hi-tech and achieving industrialization. By doing so, it can improve our country's competitiveness. They are a big power in national economy. They make a great contribution especially in expanding employment, increasing fiscal revenue and constructing a innovative country. Entry to the WTO provides more opportunities to the privately-run hi-tech enterprises, meanwhile the competitiveness will become more and more fierce. The essence of competitiveness is talented people. The core of competitiveness is creative talents. the capital of creative talents has been a key factor in enhancing the development of privately-run businesses. It is also a fundamental driving force of sustainable development.At present, there is no authoritative essay on the construction of creative talents in privately-run hi-tech enterprises at home. And we are in a process of exploration. The article focuses on the construction of creative talents in privately-run hi-tech businesses in China. Firstly, the essay combs and summaries documents about the connotation and cultivation of creative talents both home and abroad. It also points out four weak points of the documents. 1. There is no unified standard for the concept definition of creative talents. In the process of determining creative talents, we cannot make creative achievements and creative performance to be evaluation criterion. 2. We lack scientific guide about the concept definition of creative talents and cultivation. 3. There are fewer weighty essays in this field, and the core journal has fewer articles about this. 4. The achievement of study do not make a balance in different fields. Secondly, I define the concepts of hi-tech enterprises and creative talents, analyze the features of them and state objectively the important role the creative talents play in the development of hi-tech enterprises. Thirdly, it introduces the present situation of our country's privately-run hi-tech enterprises, their experience and achievement on the construction of creative talents, and the main problems they are having now. The main problems are innovation is not strong enough, the mechanism that encourages innovation hasn't been formed completely, the enterprises which are main body of innovation are not prominent enough, the environment for creative talents needs to be further improved and we lack real cultural construction for enterprises. Fourthly, it analyzes historical background of view of talent from scientific perspective, scientific connotation and the significance of holding view of talents from scientific perspective. It also states the guiding principle of the construction of creative talents in privately-run hi-tech enterprises in China. The guiding principles are we adhere to view of talents from scientific perspective, carry out the view of talents from scientific perspective under the policy of respecting labor, knowledge, talents and innovation. Our goal and task are that we fully improve the environment of creative talents construction, significantly strengthen the overall power of creative talents, make great progress in carrier construction of creative talents and gradually improve the performances of creative talents. Fifthly, under the guide of view of talents from scientific perspective, the essay puts forward a new concept of creative talents construction in privately-run hi-tech enterprises, which is in view of talents from scientific perspective, learning viewpoint and concept of evaluation. The essay creates an environment for creative talents construction of our privately-run hi-tech enterprises by setting up attractive favorable policies and building a platform that is conducive to the development of talents. The essay puts forward some ways of creative talents construction in constructing new culture of enterprises, building flexible motivation mechanism and pluralistic training system. The essay proposes a security system for the construction of creative talents of privately-run hi-tech enterprises in organization, law and salary guarantees.
