Entering the 21st century which is an age of knowledge-based economy, we find that the economy growth relying more and more on quality of the talents resources as well as technological innovations, rather than simply depending on the investment of the substance resources. It is widely believed that, the sci-tech talents who have mastered the key knowledge and taken the important effect on the progress of the economy and social will be fighted for by areas and countries. The coming five to ten years will be a key period of the targets'realization of the economy and social in Jiangsu province. In order to win the competition in the regional economical development, it's so important for we to run up sci-tech talents.This paper embraced the academic way of integration not only of positive and standard analysis but also qualitative and quantitative analysis. The author stressed the research of the flowing situation of the science and technology talents on Jiangsu province, trying to find out the necessity and influencing factors of the flowing of sci-tech talents, and then taking the further study on the characteristic and inherent law of talents'flowing and the influences about the development of the economy and social that the talents'flowing brings.The main contributions of this essay includes several aspects listed as follows:(1)Summarized the characteristic and pointed out the existing problems of talents'flowing in Jiangsu;(2)Based on the correlative data information, the author applied the grey system prediction method, regression and combination prediction method to predict the talents'demand quantity in the period of 2006-2010 in Jiangsu province;(3)Putting forward some reasonable countermeasures on how to manage and develop sci-tech talents.
