China is a multi-ethnic country with 56 minority nationalities creating a long history and splendid culture. Han and each minority nationality with various costume, wedding and funeral ceremonies, etiquette, festivals, recreation, national craft, construction styles etc. are characterized by the formation of our rich and varied folk culture landscape. These folk culture phenomena with the rich content, a strong local color and distinctive national characteristics attract a large number of foreign tourists, which forms one of the rich tourism resources and folk culture; it has a very high value for tourism. Tibet folk tourism is not only a comprehensive industry but an important cultural industry as well. While developing and utilizing Tibet folk tourism resources, it also promotes the development of Tibet folk industry. Therefore, Tibet tourism industry and folk culture are closely related and inextricably linked. Tibet folk culture can promote the development of Tibet tourism, and it can also survey, explore and carry forward the Tibet folk culture. New countryside construction in minority regions is the main task of the second phase of the western development. The economy of minority regions'development is also the inherent demand of the western development as the effectiveness of the western development can be measured by the economic development situation of the minority regions. Tibet is located in Qinghai-Tibet Plateau of the western China. Under the overall environment of developing the western China and constructing a new socialist countryside, how to efficiently build new countryside which meets the production of modern Tibet agricultural and pastoral areas and the living requirement of new countryside is an urgent priority of getting rid of the overall poverty and striding towards the modernization.Folk tourism is a high level of cultural tourism, as it meets the tourists'psychological needs, which are"novelty, requesting difference, seeking happiness and knowledge," thus it becomes one of the travel behaviors and of the important contents of tourism development. Therefore, to study the tourism resource development of the folk culture has become a very important issue today. Tibet tourism resources have rich features with the large number of various types. In addition to Lhasa, Shigatse and other major cities, the highland sceneries, the cultural and historical sites in the vast farming and pastoral villages can be seen everywhere. These provide an extremely broad field of building a tourism-based new countryside. Among the numerous studies of the Tibet folk cultural items, I have not seen a research paper about fishery folk items of the Tibetan plateau in addition to a number of travel blog articles from the foreign tourist point of view. Therefore, under the extreme shortage of research data and references, I insist to choose this topic "On Tourism Resource Development of Tibet Folk Culture while Constructing New Countryside– a Folk Case Study of Junba Fishing Village at Qushui County" as my master thesis. Through the survey of a fishing village under a unique cultural background of the Tibetan people, it shows the rich agricultural area with the characteristic fishery folk culture and focuses on some detailed overview and analysis of how to shift the direction from the model of the receiption production to the model of the tourism industry. I hope it will give a certain reference value, and thus paying more people's further attention.
