Risk Management On Service Outsourcing Based On Motorola Company Telecommunication Networks Deployment & Delivery Project

In recent years, with the rapid development of communication technology and increasing competition situation in communication system network equipment market, Meanwhile, Domestic operators have large scale communication networks capital investment to meet the network capacities requirement. Some of communication system equipment manufacturers who implement their own project can not meet the current network construction needs. At the same time, the quotation of communications equipment is lower and lower. The service and equipment revenues related to a significant reduction. In this situation, a number of mobile communications equipment manufacturers have changed their strategy, which is outsourcing kinds of work, like equipment installation, commissioning and technical support services, in order to reduce project delivery costs and maintain operating margin objectives.As for the communication network project, needs communications equipment manufacturer delivery their own services. Actually the manufacturers choose outsourcing strategy that is selecting qualified companies with a contract to perform services. It is a principal-agent relationship between a Communications network equipment manufacturers and its contractor. This form of outsourcing may bring lower costs service and localization efficiency advantages for enterprises, but also inevitably bring certain risks to enterprises.In this paper, we make risk analysis and risk control for outsourcing management based on Motorola Company on network delivery business, combined with interviews and questionnaires. We find some risks, which are reduction of service quality and bad control of contractor. Then we offer some risks control measures for Motorola Company. The organization needs to strictly carry out services through the service quality management system and outsourcing evaluation system. Based on previous projects experiences, Motorola Company should use collaborative outsourcing model and be responsible for communication and customer relationship management. Hope those implementation measures of risk control on outsourcing management also has a reference value for other similar companies.
